Are all shaytan locked away or just some in Ramadan?

So the Hadith in Bukhari mentions that the Shayateen they are chained up or Sursurte Shayateen. Now when somebody is chained up, imagine somebody in prison, it doesn't mean that they cannot move at all. It just means that they are heavily restricted. So the Shayateen they are still there but they are just heavily restricted in terms of what they are able to do and their whispers that they are able to send to us.
