In the Hanifi Madhab, it is obligatory if you're an adult, if you would normally, for example, pay Zakat, then it would be obligatory on you to also do a Qurbani if you're an adult, not for a child. According to the majority of scholars, they say it's highly, highly recommended, but not specifically obligatory. Now, regardless of whichever view you take, try and do the Qurbani, try and take the opportunity for this good deed that you have every single hair that falls off that animal will come as a witness for you on the Day of Judgement as a good deed.
