So a permanent cosmetic change meaning full-on surgery that's not permissible because that would be known as changing the creation of Allah. However, if there was a temporary form then that will be permissible. Often you can have injections and so on and they're temporary then that would be allowed. The reason being when we look at the hadith inside Bukhari where the prophet prohibited tattoos the reason for that is because tattoos when they're done they're effectively permanent. Yes, you can have them removed by having another medical procedure but initially when they're done they're permanent and so the same applies for any permanent cosmetic change. Yes, it may be reversible later down the line but whilst it's done if it stays then you don't do anything else it's permanent that's not something which is allowed which is different to certain temporary injections which if you leave it then your features may then return to their normal or their original shape and size.
