Can non-Muslim women cut and see our hair?

According to the majority of scholars, yes. But in the Hanafi madhab specifically, it states that a Muslim woman would not be able to expose her hair and what would be known as her awrah to a non-Muslim female. Let me explain why. Because in Surah Nur verse 31, it mentions that a female can expose that of which is their awrah or this aspect of the awrah to their women. Now what does their women refer to? The majority of scholars says it refers to any female regardless of their religion. Meaning that you'd be able to have a haircut, show your hair to non-Muslim females, as long as you cover what is between the navel and the knee. That's the key part of an awrah for a female to another female. However, in the Hanafi madhab, their women in this verse refers to Muslim women only. So therefore, as a Muslim woman in the Hanafi madhab, you would have to cover up apart from your hands, your face, and your feet even if it was a female if they were from a different religion and they were not Muslim.
