A Khula is when the wife requests a divorce and the husband agrees. He doesn't have to agree, but if he does, then it's known as a Khula and he would be entitled to his mahr back. A Talaq is when the initiation comes from the husband and the husband then initiates the divorce and he's not entitled to any of his mahr back.
