Can a woman eat in public when she is on her menses during Ramadan?

Personally, I don't see an issue with this. You're not doing it to deliberately offend anybody or to upset anybody. There are many reasons why someone can be exempt from fasting. Someone could be pregnant, could be breastfeeding, somebody could have medical conditions. So no need to specifically go and hide yourself away as long as you're not doing it in an offending way to anybody else around.
